Power
Bratunac
is an interesting region in Bosnia and Herzegovina,
because it has got a suitable geographical location,
exeptional natural
beauties, pertaining to the history of culture values
and good climatic conditions.
One of the advantage Bratunac is in its geographical
location. The town itself lies at the beginning of a
spacious valley, encircled by the
river Drina and green hills with an enormous wood
space. Bratunac is in the north-east part of Bosnia
and Herzegovina. By good traffic connections is connected with the
nearer centers in Bosnia and
Herzegovina and the whole territory of
the neighbour's state.
Town has got a convinient climate (moderate climate) with long summer and cold
winter. All these things together with nature
protection, water resources, fishing and hunting fund presents a tourist attraction of great
possibilities. If we take in consideration
the presence of different ethnic communities influencing on a crossing of different cultures, religion, tradition
and arhitecture on
this location. All these factors are a driving force
for faster tourism development giving an attraction
to town for job and life.
The place owns good natural resources, because it is
encircled a cultivable soil, water flow and low height
above sea level. The abundance of water flows makes
safe a possibility for irrigation, what is a good support
for agriculture sector, but presents also an important hydro-energetic potential for power production.
By the agriculture production, the municipality owns
strong handicraft tradition so that population have
got the whole range of knowledge and skills in many
different fields as are: building (metal industry),
lumber industry and one of old crafts -pottery.
These crafts are the base for a drawing
of knowledge and skills for future life and make the base of private sector.
2. Weakness
In
the postwar period Municipality Bratunac meets with
many difficulties. From many social problems we can
separate some
of the most frequent: unemployment, emigration, unsufficient
new investment of money and economical
unstability.
Unemployment is one of the biggest
problem. Operating in the private sector of firms
in state property is
very slow process. In the next period we can't expect
an employment increasing
in the firms which are the subject of making
private. On the other hand, there are certain possibilities
for an employment increasing, but
problem connected with this sector is shown over
the existing practical training "on black".
The grandest obstacle for the creation of jobs is the complicated administrative measure for formation
of new firms and their registration in the public books.
The
process of emigration has brought to losing a lot of
skilled and talented
people from this town, then the increasing of population
with low education. On the educational and cadre
quality works very
bad equipment of school buildings
without the adequate teaching aids, the poor
laboratories and
study rooms for computer science and shortage of literature.
Ignorance about computer science and new technologies
by people and a slow information passage makes bussiness level much
lower.
We
can add to this and mechanism's shortage
for support and stimulus of constactor's activity; but also
menagement expert is unsuffient. The bad local roads
and an uncovering of the whole territory by electric
power are two of few reasons preventing the development of operating in the private
sector on the
whole municipality territory.
The
whole industry is connected for a position of
the companies ( firms )
with its biggest part in the state property,
in which is concetrated the biggest produced potential.
The biggest part of the industrial base is unconcurrent
because of the weak technology ability. Taking in consideration
a shortage of the working capital
for keeping current level and problem connected
for indepedence of making
private process, are consequences of a big fall in production,
in other words an important reduce of using capacity.
There is a lack of located place for industry in narrower
town's area.
Although
Bratunac owns a good transportation connection with
the neighbour's state Serbia and Montenegro, Sarajevo,
Tuzla and other towns in a wider area, it's nessesary
to advance the traffic infrastructure. That refers to
modernization of the region roads at area of this municipality, which are
not completely paved with asphalt and appropriate for faster transportation and
the movement of big
cargoes.
Slowing
and difficulties for turnover
of goods is result of unbuilt walking around a town
in the first place.
Bratunac
meets all these problems influencing negative on town's
competition as a place of economic activity.
3. Danger
The whole socio-economic situation in Bratunac is very hard, which makes
difficult a large number of serious threat to its future
prosperity. If municipality cannot give the
stable bussines
encirclement it isn't possible to expect influx
of bigger capital investment. We can say that
political stability and the level of that stability is most often
proportional with investment of money. Bussiness encirclement depends on politicians, actually political parties must gravitate toward creation
of respected citizen's political organization on these
areas.
A large number of displaced persons are consequences
from the previous war. Since then the displaced persons
have met to problems of impossibility to return their
own houses, apartments and other property. The cause
for this situation is a slow process for spending of
property laws, and also a big procedure
about proofs of property possesing
and that makes difficult an unexisting exact cadastre evidence (real estate registry).
Community
has to dedicate more attention to problems of multiethnic
integration. It's clear we have to think about mood
of our citizens, in other words about agreement or disagreement
that displaced persons return to their homes and apartments,
in settlements where they live before war. That would
prevent a destructive behavior of the individuals which causes many
damages for strenghtening of stabilization's state and
creation of a positive picture about Bratunac.
The
increasing of crime rate, development of grey economics,
a large number workers who work "on black",
puts Bratunac on the final margins as an
interesting area for investment. If we don't
take any activity including breaking with black/grey
sector, legalization of outlaw companies (bussiness
organizations) and measures which framed dealing in
law frame in all its segments investors will turn toward other places.
All
these problems together with undevelopment of this municipality
make difficult community to solve other problems like
a weak public transportation, development of public
health, development of citizen's conciousness connected
with ecologic culture and don't allow these problems to develop into chronic.
4. Opportunities
We
can say that operating in the private sector is the
right way for removing many difficulties in the firms,
but also for fullfillment certain socio-economic aims,
which can be successful by property transformation.
The biggest part industrial potential in our borough
is in the state firms. As a result of operating in the
private sector these firms it's possible to expect many
profits for our community (society) through better work
in these firms, bigger employment, higher standard and
store-bought power among population.
Development
of small companies is very important for Bratunac. The
work on support for development of small companies,
first of all has to be directed to strenghtening
and widening positive encirclement in which they
work. It's very important to give offer educational
courses for promoters which would include financial
operation, marketing and planning.
By
advance and modernization of traffic infrastructure will be provided faster transportation
and movement of goods, what is prerequisite for an exploit of good geographical location Bratunac ( border
area, good communication ) and striving for formation
" free border zone ". That would help Bratunac
to become trade center.
